Topic 419 says gambling winnings are fully taxable and must be reported, including winnings that are not reported on a Form W-2G.

This page does not treat a balance you have not withdrawn as nontaxable.

  • A book balance is not, on this page, a ruling that nothing is income.
  • Withdrawal is not the test printed on Topic 419.

This page does not tell you when a credit becomes yours for tax purposes, and it does not compute what you owe.
